After last week’s newsletter highlighted the ongoing drama between Grand Canyon University and a mobile home park (links here and here), we received an update from Manufactured Housing Communities of Arizona (MHCA). Email text is below. Enjoy!

Manufactured Housing Communities of Arizona (MHCA), working with other interested organizations including the state manufactured housing residents’ association, has been successful in changing the amount of money the residents will receive when a community closes. Governor Hobbs signed a bill last week increasing the amounts a person could receive from the state Mobile Home Relocation Fund to the lesser of the actual moving expenses up to $12,500 for a single-wide home and $20,000 for a multi-width home (formerly $7,500 and $12,500 respectively). The bill is retroactive to April 15, 2022 and includes an emergency clause so it went into effect upon the Governor’s signature, so it will benefit residents in the 3 Phoenix communities which are presently closing, including the one owned by Grand Canyon University.

The homeowners also have the option of signing over a free and clear title to the home to the community owner. In this case, under the old law, they would receive $1,875 for a single-wide or $3,125 for a multi-width from the Relocation Fund. Under the new law, these amounts were increased to $5,000 and $8,000 respectively.

Residents who live in manufactured housing rental communities pay into the Relocation Fund each year until the Fund reaches $8 million. When it falls below $6 million, the County Assessors begin collecting money for the Fund again. A community owner pays $500 for each single-wide moved and $800 for each multi-width moved when a community closes.

The Fund is also triggered if a community increases the rent by more than 10% plus any increase in the Consumer Price Index over a 12-month period or if an Age 55+ community changes to an All Age community.
